Tianjin: High-level reform and opening up

党的二十大报告提出,“必须完整、准确、全面贯彻新发展理念,坚持社会主义市场经济改革方向,坚持高水平对外开放,加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局。”向世界宣示了中国坚定不移推进高水平对外开放的信心和决心。

依海而生,向海而兴,面向海洋的天津自带开放气质。近现代以来,这颗渤海明珠因领风气之先而熠熠生辉,因改革开放而生机勃发。进入新时代,天津被赋予“改革开放先行区”的功能定位。使命在肩,天津坚定不移地吃改革饭、走开放路、打创新牌。  

从2018年开始,天津市实施审批制度改革,实现“一颗印章管审批”、推行“一套标准办审批”“你承诺、我就批”……大力推行“一套标准办审批”,启动了“一表式”申报办理。  

现在,全部权责清单事项和公共服务事项在天津均可网上办理。事项咨询、申报、审查、办结、评议等流程均实现网上操作。进入2022年5月,天津自贸试验区的市场主体又迎来了一项具有里程碑意义的重大改革──市场主体登记注册由行政许可转变为行政确认。登记机关再次将更多市场主体自主决策事权下放。

多年来,天津在多个重点领域的改革全面开花。今年7月,东疆租赁飞机累计交付2000架,助力东疆成为全球第二大飞机租赁聚集地。天津经开区围绕新一代信息技术、医药健康、汽车及高端装备、化工新材料和现代服务业构成的“4+1”现代化产业体系,2021年外贸进出口额2603亿元,其中进口1388.6亿元,同比增长12.3%,对外贸易进口规模全国第一。

近年来,天津持续提升跨境贸易便利化水平,联合北京商务部门、海关推出系列措施,共享改革红利。2021年,天津口岸进口整体通关时间为34.93小时,较2017年压缩73.09%;出口整体通关时间为0.74小时,较2017年压缩了96.46%。

持续优化的营商环境,让天津这一国际重要贸易口岸城市更具吸引力。去年,天津的核心战略资源──天津港的年集装箱吞吐量首次突破2000万标准箱,实现历史性跨越,目前已开通集装箱航线130余条,同世界上200多个国家和地区的800多个港口保持贸易往来。  

天津“走出去”步伐加快,“朋友圈”越做越大。如今,中埃·泰达苏伊士经贸合作区已成为非洲戈壁滩中的绿色新城,“天津名片”鲁班工坊将职业教育成果分享至世界各地,中欧班列架起对外贸易的新桥梁……  

在积极“走出去”的同时,天津也在大胆“引进来”,来自世界各地的企业将这里视为投资热土,中外文化也在此汇聚交融。众多来自国内的重点项目、优秀企业也纷纷在津安家落户。

今年5月,天津茱莉亚学院·天津音乐学院茱莉亚研究院首届33名硕士研究生毕业了。他们来自中国、美国、韩国、乌兹别克斯坦等世界多地。这一国际高水平的中外合作办学项目,也成为天津对外文化交流、对话沟通世界的新窗口。  

融入全球发展大潮,开放的天津更加自信从容。

As pointed out in a report to the 20th CPC National Congress in October, China must fully and faithfully apply the new development philosophy on all fronts, continue reforms to develop the socialist market economy, promote high-standard opening up, and accelerate efforts to foster a new pattern of development that is focused on the domestic economy and features positive interplay between domestic and international economic flows, which demonstrates China's strong confidence and firm determination in high-level opening-up.

Tianjin, a port city in North China, has been developing with an open mind thanks to its marine opportunities. In modern times, the coastal city, also known as the"Pearl of the Bohai Sea", has been shining with its pioneering spirit and thriving due to reform and opening up.  

In the new era, Tianjin is positioned as a"pilot zone for reform and opening up". With its mission in mind, Tianjin is unswervingly committed to promoting reform, opening-up, and innovation.

Since 2018, the city has carried out a series of measures to streamline government procedures, make them more convenient and professional, and provide a more business-friendly environment.  

In May, the China (Tianjin) Free Trade Zone ushered in another major reform of milestone significance— market entities that can be registered through administrative confirmation, instead of being licensed. The local registration authorities have further delegated more decision-making powers to market entities.

In addition, Tianjin has made new strides in various fields over the previous years. In July, the delivery of the aircraft leased by the city's Dongjiang Free Trade Port Zone (DFTP) had reached 2,000, helping it grow into the world's second largest aviation leasing hub.  

The Tianjin Economic-Technological Development Area (TEDA), has developed an industrial system consisting of the new generation of information technology, medicine and health, automobiles and high-end equipment, new chemical materials and modern services.  

In 2021, the area's import and export volume reached 260.3 billion yuan ($36 billion), including 138.86 billion yuan from imports, a year-on-year increase of 12.3 percent, ranking first in the country.  

In recent years, Tianjin has continued to facilitate cross-border trade, and rolled out measures with Beijing's commerce department and customs to share the dividends of reform. In 2021, the customs clearance time for imports at Tianjin Port was 34.93 hours, 73.09 percent less than that of 2017, while the customs clearance time for exports was 0.74 hours, 96.46 percent shorter than that of 2017.  

As the business environment improves, Tianjin becomes more attractive for international traders. Last year, the container throughput of Tianjin Port surpassed 20 million TEUs for the first time, setting a new annual record for the port.  

The port is now connected to more than 800 ports in more than 200 countries and regions around the world, through over 130 shipping routes.  

The city has also accelerated its pace of going global. The China-Egypt TEDA Suez Economic and Trade Cooperation Zone has become a model of cooperation between China and Africa. The Luban Workshop program, initiated by Tianjin, helps promote its achievements of vocational education to the rest of the world. The China-Europe freight train services serve as a new bridge for the city’s foreign trade.  

Meanwhile, many domestic and overseas enterprises explored business opportunities in Tianjin through investment projects.  

In May, the first batch of 33 graduates from China, the US, South Korea and Uzbekistan obtained their master’s degree at the Tianjin Conservatory of Music Juilliard Graduate School, which is a cultural exchange landmark program of Tianjin.
