习近平总书记在党的二十大报告中指出,高质量发展是全面建设社会主义现代化国家的首要任务。

传统制造业加快转型升级,战略性新兴产业蓬勃生长……面向高端化、智能化、绿色化,制造业正在发生深刻嬗变,推动中国加速向制造强国转变。

走进国家超级计算天津中心“天河一号”主机房内,百余台黑色机柜列队排开,一盏盏指示灯快速闪动。“企业用户、合作科研部门实时在线互动,每天要完成接近15000项计算研发任务。”国家超级计算天津中心总工程师冯景华说。

“党的二十大报告强调推动战略性新兴产业融合集群发展,我们将继续加强科技创新,与顶尖科学家加强合作、协同攻关,瞄准重大产业和战略需求展开研发,推动产业链上下游共同发展,实现中国超算产业更多新突破。”冯景华说。

天津坚持“制造业立市”,实施制造强市建设三年行动计划,着力打造以智能科技为引领,以生物医药、新能源、新材料为重点,以装备制造、汽车、石油化工、航空航天为支撑的“1+3+4”现代产业体系,以举办智能大会为平台,大力培育以智能科技为引领的新型产业矩阵。

“在参加了3届世界智能大会后,新松集团落户天津港保税区。得益于天津雄厚的制造业基础和配套优惠政策,企业的天津客户迅速拓展到上百家。”新松集团有关负责人介绍,目前,集团正将天津的生产基地,升级为集制造、应用系统和研发中心于一体的智慧产业园,到今年底,年产工业机器人将超过1万台。

为落实制造强国战略,天津将产业链建设作为“制造业立市”重要抓手,重点打造信创、高端装备等12条产业链,全面实施市领导挂帅的“链长制”,通过强链补链,链上抓服务、抓复工复产、抓运行、抓企业、抓项目、抓人才、抓创新、抓政策。

天津围绕“一基地三区”定位,协同推进、蹄疾步稳。

全面建设北方国际航运核心区。随着全球首个智慧零碳码头、全球首个港口自动驾驶示范区等成果不断涌现,天津港一系列创新方案令人瞩目。今年前5个月,天津港集装箱吞吐量完成847万标准箱,同比增长2.2%,创历史新高。立足天津港区位优势,深化与“一带一路”沿线国家和地区的交流合作。

精心打造金融创新运营示范区。东疆港在全国首创保税进口租赁、出口租赁、联合租赁、跨境转租赁、离岸租赁等模式,形成40多项创新租赁模式,实现跨越发展。

全力建设改革开放先行区。天津自贸试验区在全国率先实施“一个部门、一颗印章”审批,“一企一证”综合改革,企业投资自由便利度不断提升……截至目前,天津自贸试验区累计实施制度创新措施502项,累计向全国复制推广38项试点经验和实践案例。

高质量发展结出硕果。截至2021年底,天津人均GDP达到11.37万元,2016年以来年均增长4.8%;全市居民人均可支配收入从2016年的34074元提高到47449元,年均增长6.8%。

天津以大项目好项目为牵引,2022年下半年以来,新增谋划储备项目总投资达到1.86万亿元,高质量发展再提速,将党的二十大精神落到实处。

作为保障首都能源安全重点工程,眼下,北燃LNG项目,一期四个储罐建设,已经进入最后冲刺,现场100多个工种,3000多名工人,坚守一线,确保下个月底,实现建成投产。现在,1号2号两个罐体,已经率先完成建设,进入设备调试。

蓝图绘就,重任在肩。天津将汇聚起1400万海河儿女的澎湃力量,坚定不移走高质量发展之路。

The municipality of Tianjin has been making headlines for a slew of breaking news.

The first was the announcement of China's first solar-powered intelligent vehicle. Named after the city, it made its debut during the Sixth World Intelligence Congress and started touring on July 5.

Incorporating 47 cutting-edge technologies and devices, the vehicle is the sum of the efforts of 42 companies and three universities in Tianjin.

Zhou Shengxi, deputy head of the Tianjin Industrial and Information Technology Bureau, said that the national tour is aimed at expanding partnerships for the vehicle, which is accelerating efforts to reach the market. The news follows the completion of a major upgrade to the automatic container loading docks, the first of their kind in the world, at Tianjin Port on July 1.

The project marked a milestone at the port, where 49.5 percent of loading and unloading activity has now been automated, said Yang Minjie, vice-president of the Tianjin Port Group.

Also making headlines was news that China's first smart factory for manufacturing offshore oil and gas equipment, which boasts a complete lineup of intelligent technologies, began operations at the CNOOC Offshore Oil Engineering.

Covering 575,000 square meters, the factory makes extensive use of 5G, industrial big data and artificial intelligence, said Yu Yi, the company's president.

In addition, hefty investments totaling 80 billion yuan ($11.9 billion) were earmarked for Tianjin at the World Intelligence Congress.

Among the investors, China Chengtong Holdings Group announced that it would pour 10 billion yuan into high-tech zone in Tianjin's Binhai New Area to develop new energy batteries.

"The city's dynamic growth and regional advantage make it an ideal investment destination," said Tong Laiming, the company's vice-president.

Tianjin's spate of headline-grabbing announcements is not a coincidence, but is evidence that the city— the only in the country with approval to be a pilot zone for both the application of artificial intelligence and the Internet of Vehicles— has made great strides in the intelligent manufacturing sector, and the strategies it has pursued in recent years, like using its manufacturing industry as an industrial backbone, are paying off.

Statistics indicate that last year, industrial added value and the added value of the manufacturing industry accounted for one-third and 24.1 percent of Tianjin's GDP, respectively.
